Sudden issue with planar and mate relationships in an assembly

I've run into an issue in an assembly where I'm having problems placing parts using mates or planar aligns.  This occurs with parts I have successfully constrained to others.  In the attached picture, I'm simply trying to mate a 6-32 nut to the flange of a cover.  If I make a make a new assembly file just using the cover and the nut, they assemble just fine.  Also, this same issue occurs on a plastic strip when trying to install a screw.  Both axial and planar mates fail.  I had no issues with this in ST9.  I've rebooted etc. to see if there we any other issues.  Also, when I run an error report, I get lots of message about needing addtional constraints (lots of axial aligns not locked) but no lightning bolts or other critical messages in the tree.  Any thoughts?Mate Failure.JPG
